When a house is for sale and it needs TLC, what does this mean? TLC mans Tender Loving Care, my real estate agent says TLC is the same as what they call a Handyman special. TLC means the house or condo needs a lot of work. when a real estate property for sale needs tender loving care, that means the property is a fixer upper and you will need to put some good amount of money into it to make it liveable again after you buy it.
